Federal Reserve Chair Jerome Powell delivers the keynote speech Tuesday at the National Association for Business Economics conference in Philadelphia.

Markets are looking to Powell for direction on where the central bank will be taking interest rates through the rest of the year and beyond. The speech comes two weeks ahead of the next Federal Open Market Committee meeting and is expected to be Powell’s last remarks before then.

In recent comments, Powell has stressed risks to both sides of the Fed’s dual goals of full employment and low inflation. He has noted that unemployment is still low but job creation is running below the level that could keep the jobless rate steady. In addition, he has said inflation continues to run above the Fed’s 2% target but likely will come down after getting a temporary boost from tariffs.

Traders expect the Fed to cut at both its October and December meetings, with an uncertain path from there.
