LONDON — In remarks that induced a stir on the sidelines of this week’s significant NATO summit, the U.K.’s protection secretary explained he thought Ukraine’s allies wanted to “see gratitude” and that his country was “not Amazon” when it arrived to the shipping and delivery of weapons.
